This bill changes how the Congressional Budget Office (CBO) projects future federal spending. It says that when CBO builds its “baseline” for discretionary spending, it must leave out money marked as emergency and money from one-time supplemental bills. In plain terms: one-time or emergency add-ons would no longer be treated like normal, ongoing spending in future estimates. The text amends the Balanced Budget and Emergency Deficit Control Act to make this change in the baseline rules.
