Recognizes Overdose Awareness Day, cites provisional CDC data estimating about 80,391 drug overdose deaths in 2024, and highlights that most opioid deaths involved illicitly manufactured fentanyl. It calls attention to racial disparities — higher overdose death rates among Black people and American Indian/Alaska Native people — affirms that substance use disorder is a chronic disease, and urges continued federal action to reduce overdose deaths.
Declares the House's commitment to reduce stigma and to work with states, localities, businesses, NGOs, health care providers, patients, and families to support prevention, treatment, harm reduction, and recovery for opioid use disorder and other substance use disorders.
