Requires every federal agency to publish a public annual report on official time, collective bargaining costs, and related labor matters, submit that report to Congress, and post it by June 30 each year following enactment. The Comptroller General must audit agency accounting for these items at least once every four years and notify authorizing committees if an agency is not using generally accepted accounting principles.
The measure increases public and congressional transparency about how agencies account for labor-management activities, creates a recurring GAO audit requirement, and sets a clear annual reporting deadline for agencies.
