This bill updates federal workforce programs to better support people who want to start a business. It adds entrepreneurs to state workforce planning goals, not just jobseekers. Local job centers would share information about starting a business and, when appropriate, refer people to microenterprise services. It also makes changes related to how eligible training providers are identified under federal workforce rules.
The bill also directs the Labor Department to fund a three-year study in several states to find out what works in teaching entrepreneurial skills. The study would review best practices for training and mentoring, how programs measure progress, which credentials matter, how these programs affect local jobs and the economy, and the earnings of people three years after finishing a program. It would also offer recommendations to help states and communities expand access to these programs.
