This bill says that if a company gives a worker “portable benefits,” that fact cannot be used to decide whether the worker is an employee under any federal law. “Portable benefits” are work-related benefits you can keep even if you stop working for that particular company and move to other work. The goal is to let companies offer these benefits without it counting against them in worker-classification decisions.
