This bill would block federal money from going to California’s high‑speed rail project if it is the same as, or very similar to, the project covered by a past federal–state agreement for the California High‑Speed Rail Authority. In short, the federal government could not fund that rail plan or any look‑alike version of it anymore.
The background: the earlier agreement tied to this project was ended by the Federal Railroad Administration in 2019, and the state’s plan aimed to build a high‑speed line between Los Angeles and San Francisco, with trains over 200 mph.
