Prohibits the use of federal funds to support Russia's participation in the Group of Seven (G7) or to reconstitute a Group of Eight (G8) that would include Russia, and declares U.S. policy to keep Russia excluded from the G7 or to reconstitute an alternative grouping that does not include Russia. The prohibition applies notwithstanding any other law and bars authorization, appropriation, or other making available of federal funds for those purposes. The measure is narrowly focused on U.S. diplomatic funding and policy toward multilateral engagement with Russia and does not create new programs or appropriate funds for other activities.
