Requires FEMA to publish an interactive public assistance dashboard for each Presidential major disaster declaration that shows project- and award-level data for public assistance awards (as defined under specified Stafford Act sections). The dashboard must display cost estimates, applicant identifiers, project descriptions and costs, federal/non-federal cost shares, review and approval timelines, disbursement dates, progress updates, and explanations for disapproved items or missed timelines to increase transparency and accountability.
The bill improves transparency and FEMA accountability for disaster grants—helping applicants and governments plan and reducing uncertainty—but creates privacy and interpretation risks and requires federal resources to implement.
Homeowners, small businesses, nonprofits, and state and local governments can see project-level grant status and cost-share details publicly, letting them track approvals and disbursements and reducing uncertainty for recovery planning.
The public availability of explanations for disapproved cost estimates and missed timelines increases FEMA accountability and could help identify and correct recurring administrative problems.
