Amends federal rules for State transportation asset management plan recertification by moving from annual recertification to once every four years, requiring States to submit supporting information with recertification (and allowing certification of earlier years), and defining how compliance and noncompliance findings apply. It also requires the Secretary to provide States a written opportunity to cure deficiencies — at least 90 days, with possible extension and a stay of penalties — before enforcing penalties for noncompliance.
