Allows one telehealth evaluation, in addition to at least one in-person medical evaluation, to be used when initiating controlled‑substance treatment for a patient with a substance use disorder. It defines a "telehealth evaluation" as a real‑time, two‑way audio or audio‑video clinical encounter conducted by an authorized practitioner that complies with Federal and State law and excludes pharmacists from performing that evaluation.
