Allows the Secretary of Transportation, working with HUD, to adopt tailored creditworthiness rules for projects that include residential or mixed-use development when seeking TIFIA or RRIF loans or lines of credit. Requires issuance of regulations within 180 days and makes the new rules apply to new loans or lines of credit, with an emphasis on protecting program stability and aligning standards with HUD where feasible.
