The bill trades stronger oversight, transparency, and more stable VA funding (benefiting veterans and taxpayers) against added administrative burden, the risk of higher short-term costs, and the possibility that revealed budget weaknesses prompt political scrutiny or funding delays.
Veterans and taxpayers are more likely to see stable VA benefits and services because GAO review and improved budget reporting reduce funding shortfalls and midyear emergency transfers.
Congress, taxpayers, and the public get clearer, regular oversight through an initial and annual GAO report for five years, increasing transparency into VA funding risks and management.
VA employees may face added administrative workload to prepare for and respond to repeated GAO reviews, which could divert staff time from direct veterans' services.
Public disclosure of budget weaknesses could erode confidence in VA financial management and prompt political scrutiny or delays in appropriations, potentially disrupting services.
If GAO recommends remedial actions that require extra funding, taxpayers could face higher near-term costs to stabilize VA accounts.
Based on analysis of 2 sections of legislative text.
Requires GAO to review causes of VA funding shortfalls for FY2024 (VBA) and expected FY2025 (VHA), report to the VA Secretary, and transmit findings to key congressional committees annually for five years.
Requires the Government Accountability Office (GAO) to review the causes of the Veterans Benefits Administration (VBA) funding shortfall for FY2024 and the expected Veterans Health Administration (VHA) shortfall for FY2025, starting within 30 days of enactment. GAO must report findings and recommended remedial actions to the VA Secretary, and the Secretary must forward each report to the House and Senate Veterans’ Affairs and Appropriations Committees; the GAO must repeat the same review annually for five years covering the most recently ended fiscal year before each review.
