Orders an independent review by the Government Accountability Office (GAO) into why parts of the Department of Veterans Affairs experienced funding shortfalls. The first review must begin within 30 days of enactment, include required elements, and result in a written report to the VA Secretary. GAO must repeat similar reviews annually for five additional years. Within 30 days of receiving each report, the VA Secretary must forward it to four congressional committees. The goal is to improve transparency, budgeting, and financial management at the VA. No new spending or tax changes are created by this measure.
The Comptroller General must begin a review no later than 30 days after the date of enactment about the circumstances and causes of (A) the funding shortfall in the Veterans Benefits Administration for fiscal year 2024 and (B) the expected funding shortfall in the Veterans Health Administration for fiscal year 2025.
The GAO review must include a comparison of monthly obligations and expenditures in relevant accounts against the Department of Veterans Affairs’ spending plan.
The GAO review must identify any transfers between the relevant accounts examined.
The GAO review must identify the reasons for any significant diversions of obligations or expenditures from the Department’s spending plan.
The GAO review must analyze the accuracy of any projections or estimates relevant to the diversions from the spending plan.
