Requires that purchases made using multiple award schedule procedures be awarded either to the lowest overall cost alternative or, when the Administrator of General Services determines it is necessary, on the basis of "best value" as defined in the Federal Acquisition Regulation. The change updates the procurement language in title 41 and makes a matching (conforming) change in title 10 so the same rule applies across both statutory provisions.
Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
