Converts several discretionary authorities for running the Vietnam veteran commemoration program into mandatory duties for the Secretary of Defense and makes program authorities expressly applicable to carrying out the program. It also removes a previous proviso that limited an authorization to the period after the program had been established. The changes take effect November 11, 2025.
