This proposal lets the Department of Defense use mobile solid waste disposal systems to safely destroy seized illegal items, like counterfeit goods, unauthorized military gear, illegal drugs, and even classified materials. These systems can be sent to military bases, forward operating sites, and partner security forces, and are meant to support border security and drug interdiction work . It also stops the use of open-air burn pits to get rid of illicit contraband, classified military equipment, or hazardous waste materials .
It sets aside $8,950,000 in fiscal year 2026 to buy these disposal systems, while cutting the same amount from certain Army overseas operating costs tied to open-air burn pits, so the funding is fully offset .
