Requires states to review and report on water quality standards for waters that receive municipal combined storm and sanitary sewer discharges and to check that combined sewer overflow (CSO) controls are cost‑effective. Directs the EPA Administrator to consider the cost and commercial availability of treatment technologies when developing or revising water quality criteria.
Reviews under section 303(c)(1) must include review of any water quality standard that applies to a body of water into which, under a permit, order, or decree issued under the Act, a municipal combined storm and sanitary sewer discharges, including review to ensure that combined sewer overflow controls are cost effective.
Results of each review under this paragraph must be made available to the Administrator.
Amend section 303(c) paragraph (1) by striking the phrase "The Governor of a State" and making related textual insertions that create the new review provisions shown (new subparagraphs (B) and (C)).
Make specified textual changes to section 303(c) paragraph (2)(A) including insertions and a striking/replacement of the phrase ", and also taking into consideration" as described in the text.
Add paragraph (10) to section 304(a) requiring that, when developing or revising water quality criteria, the Administrator must take into consideration the cost and commercial availability of treatment technologies that may be required to be applied to point sources to achieve compliance with water quality standards under section 303.
