Adds a new allowable use of grants under the Omnibus Crime Control and Safe Streets Act to fund research-based public service announcement (PSA) campaigns that aim to prevent youth substance use. It requires the Attorney General to publish an annual report on any such grants, describing each award, the supporting research, regional messaging strategies, how the PSA work fits into the grantee’s prevention efforts, and an evaluation of campaign outcomes.
