Amend the Securities Exchange Act of 1934 to specify certain registration statement contents for emerging growth companies, to permit issuers to file draft registration statements with the Securities and Exchange Commission for confidential review, and for other purposes.

Direct the Comptroller General of the United States to conduct a study that identifies options to remove barriers and improve housing for persons who are elderly or disabled.

Exempt from the requirements of NEPA the provision of certain assistance for the construction or modification of residential housing on infill sites, and for other purposes.
