Amend title II of the Immigration and Nationality Act to require mandatory detention of aliens who are physically present in the United States, but have not been admitted to the United States.

To direct the Assistant Secretary of Commerce for Communications and Information to establish a grant program to modernize the technology of State and local governments, and for other purposes.

To require the National Institute of Standards and Technology to establish task forces to facilitate and inform the development of technical standards and guidelines relating to the identification of content created by generative artificial intelligence, and for other purposes.
