To amend part E of title IV of the Social Security Act, to require States to guarantee legal representation to children and parents involved in child protection proceedings, under the program of Federal payments for foster care, prevention, and permanency, and for other purposes.

Amend the Internal Revenue Code of 1986 to permit certain population census tracts containing former military installations to be designated as qualified opportunity zones.

To amend title 49, United States Code, to prohibit Amtrak from including mandatory arbitration clauses in contracts of carriage, and for other purposes.
