Referred to the Committee on Foreign Affairs, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill adds tough penalties for breaking certain rules in the Foreign Assistance Act. If a federal worker knowingly breaks these rules, they must be fired, banned from future federal jobs, and personally pay back the amount of money that was improperly used. If an organization (like a grantee, sub-grantee, or contractor) violates the rules, it can be blocked from getting federal money in the future.
The Secretary of State must decide when a violation happened and what penalties apply. These decisions can only be changed by a federal court. The Secretary also has to report to Congress within 60 days, explaining what happened, who was involved, and how they will prevent it from happening again.
