Reauthorizes and expands U.S.–Israel energy cooperation programs by raising authorized funding and extending them through fiscal years 2026–2031. It increases authorized amounts to $5 million annually for cooperative research and $7 million annually for the Energy Center. Expands eligible collaboration areas to include hydrogen, fusion, industrial decarbonization, carbon management, agrivoltaics, grid modernization, and energy infrastructure cybersecurity. Emphasizes clean energy technology commercialization to boost competitiveness and jobs in both countries.
The Binational Industrial Research and Development (BIRD) Energy Foundation was launched in 2009 to promote bilateral cooperation between the United States and Israel in energy development .
BIRD Energy helps address energy challenges and opportunities of interest to both the United States and Israel and focuses on commercializing clean energy technologies that improve economic competitiveness, create jobs, and support innovative companies .
Funding for scientific research and development helps advance the capabilities of both countries in areas including cybersecurity for energy infrastructure, renewable energy, energy storage, and fossil energy .
Amends Section 7(d) of the United States‑Israel Strategic Partnership Act of 2014 to replace the existing dollar figure text and insert an authorized amount of $5,000,000 for the cooperative research authorization.
Amends Section 7(d) of the United States‑Israel Strategic Partnership Act of 2014 to change the authorization period from “fiscal year 2021” to “each of fiscal years 2026 through 2031.”
Amends subsection (d) to increase the authorized appropriation amount and extend the fiscal years of the authorization.
Amends subsection (e) (Section 1280A(e) of the William M. (Mac) Thornberry NDAA for FY2021) to increase the authorized appropriation amount and extend the fiscal years of the authorization.
Amends subsection (e) of 42 U.S.C. 17337 (Section 917(e) of the Energy Independence and Security Act of 2007) by striking the existing subsection and inserting new text.
