Requires the Bureau of Labor Statistics (BLS) to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI–E) and changes the official reference for calculating the Social Security cost‑of‑living adjustment (COLA) to use that index. The change applies to COLA calculations ending on or after September 30, 2026, and includes transition rules while preserving how other statutes reference the Social Security COLA.
