Amends federal requirements for national activities under the Elementary and Secondary Education Act to set four explicit criteria for funded programs. Programs must improve teaching and student achievement in history, civics, and geography; prioritize innovation and underserved students; include hands-on civic engagement; and teach the Constitution and the Bill of Rights.
