The resolution praises and draws attention to NSF's role in advancing research, education, and technology—benefitting scientists, students, and the broader economy—but it is nonbinding and does not change funding, while potentially being used to argue for future spending increases.
Scientists and researchers are publicly affirmed as beneficiaries of NSF's merit-based grants and infrastructure investments (e.g., supercomputers, observatories), which can sustain research capacity and collaboration.
Students and educators across all 50 states and 14 territories are highlighted as gaining expanded NSF-funded educational and workforce opportunities, supporting STEM pipelines and workforce development nationwide.
Americans broadly benefit from technologies and industries catalyzed by past NSF investments (internet, MRI, 3-D printing, AI, LASIK), which have driven economic growth and improved health outcomes.
This resolution is findings-only and does not change funding or law, so it produces no direct policy or budgetary benefits for Americans.
Because the findings could be used to justify future expansions of NSF programs, there is a risk of higher federal spending or reallocated budgets that could affect taxpayers.
