This bill lets some former federal civil service workers keep or join the Federal Employee Health Benefits Program (FEHBP) if they were forced out of their jobs during a set time window. It’s aimed at people who were let go between January 20, 2025 and January 1, 2026 and who meet at least one of these conditions: they were removed without cause, had a “fully successful” (or equivalent) last performance review, were pregnant when removed, or had a cancer diagnosis within the five years before removal. These workers could elect to enroll in or continue FEHBP coverage.
The bill says the government and worker premium shares would be paid using federal funds saved by the activities of the United States DOGE Service (as referenced by an executive order on January 20, 2025).
