Allows select positive payment information from leases, utility accounts, and telecommunications accounts to be reported to consumer reporting agencies. It limits the types of usage data that can be shared, prevents reporting of late payments while a consumer is in a qualifying payment plan, adjusts related liability language for furnishers, and requires the Government Accountability Office to report to Congress within two years on implementation and effects.
