To prohibit individuals convicted of crimes of violence from Federal employment and contracting with the Government, and for other purposes.
To prohibit the District of Columbia government from appointing individuals convicted of crimes of violence or dangerous crimes as employees of the government or from entering into contracts with vendors who employ individuals convicted of crimes of violence or dangerous crimes, and for other purposes.
To prohibit the consideration in the House of Representatives of any legislation containing an earmark.
To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for reporting requirements for certain grantees for grants to combat violence against women.
Amend the Internal Revenue Code of 1986 to allow a portion of general business credit carryforwards to be transferred by certain taxpayers affected by federally declared disasters and other incidents.
