Modifies the Federal Crop Insurance Act to expand and improve crop insurance support for beginning farmers and ranchers and for veteran farmers and ranchers. It updates eligibility definitions, lengthens the veteran eligibility window from 5 crop years to 10 crop years, and raises the reinsurance assistance percentage for those eligible producers on a year-by-year schedule to provide greater support during early years of operation.
Amend Section 502(b)(3) of the Federal Crop Insurance Act by striking the existing text and inserting new text to the definition of 'beginning farmer or rancher' (new text not reproduced in this chunk).
Conforming amendment to Section 522(c)(7) of the Federal Crop Insurance Act by striking subparagraph (F).
Amend Section 502(b)(14)(B) of the Federal Crop Insurance Act: in clause (ii), strike '5 years' and insert '10 crop years'.
Amend Section 502(b)(14)(B) of the Federal Crop Insurance Act: in clause (iii), strike '5-year' and insert '10-year'.
Amend Section 508(e)(8) of the Federal Crop Insurance Act by replacing language in subparagraph (A) so that the increase in assistance 'is 10 percentage points greater than' is changed to 'is the number of percentage points specified in subparagraph (B) greater than'.
