Amends the Uniform Time Act’s rule on how standard time and daylight saving time are described and how States may act to change their observance. The single-section change makes four textual edits to the statutory language in 15 U.S.C. 260a(a) that alter phrasing about the applicable standard time, clarify how a State may act by law, and add two short insertions to the subsection.
