Renames the Department of Defense to the Department of War and retitles its leader from Secretary of Defense to Secretary of War. It instructs that every existing federal law, rule, regulation, certificate, directive, instruction, or other official paper that refers to the Department of Defense or Secretary of Defense must be read to mean the Department of War and Secretary of War, and this applies to documents in force on the date the law is enacted.
