Amends section 8(b)(1) of the STOCK Act by replacing subparagraph (B) with new text that requires public access to financial disclosure reports and transaction disclosure reports filed by Members of Congress and candidates, and notices of extension/amendment/blind trust; and requires the public access to allow searching, sorting, and downloading by specified criteria and access via an application programming interface.
Adds new provisions to chapter 131 of title 5 concerning placement of certain assets of Members of Congress and their spouses and dependent children in qualified blind trusts.
Modifies subsection (f) of section 13103 by striking content from paragraphs (9), (10), (11), and (12).
Amends section 13122(f)(2)(B) by replacing certain occurrences of text with the word "Before" and by striking clause (iv).
Amends the definition provision in section 3(4)(D) of the Lobbying Disclosure Act by replacing a reference to a particular category of legislative branch employee with the broader term 'officer or employee of Congress (as defined in section 13101 of title 5, United States Code)'.
Amends section 21A of the Securities Exchange Act of 1934 by changing several references to specific subparagraphs of section 13101 to broader references to section 13101 (e.g., replacing "section 13101(11)" with "section 13101" and similar substitutions in other subparagraphs).
Adds a new provision titled '20 Fines for failure to report' to the STOCK Act establishing a $500 fine for each failure to file a required transaction report and directing that fines be deposited in the miscellaneous receipts of the Treasury.
This bill would stop Members of Congress, their spouses, and their dependent children from trading or owning stocks. It also includes sections that define key terms, set rules for trading “covered investments,” and explain how to handle investments that someone already owns.
