Designates and supports observing an "African Diaspora Heritage Month" and encourages people, communities, and local authorities to mark the month with ceremonies, programs, and activities. It recognizes the African diaspora’s economic, cultural, and historical contributions to the United States and affirms that racial and ethnic diversity strengthens the nation.
The resolution is symbolic and declarative: it calls for observance and celebration but does not create new programs, authorize spending, or impose requirements on federal, state, or local governments.
