Declares findings from studies about outcomes for children who experience foster care and states that foster youth should be guaranteed a set of basic rights. The findings highlight lower educational attainment, reports of maltreatment, racial disparities in exits from care, harms from sibling separation, and limits on research caused by consent rules.
Sets out a nonbinding set of ten basic rights for foster youth covering education continuity, access to medical and mental health care, safety from abuse, contact with family and caseworkers, participation in normal activities, legal representation, and being informed of their rights. The text is an expression of principles rather than a funding or regulatory mandate.
