States the Senate’s view that the Senate Parliamentarian should serve no more than one six-year term, notes that the Parliamentarian serves at the pleasure of the Secretary of the Senate (an official chosen by the majority leader), and records past tenure patterns and a 2001 dismissal as context. Also affirms the Secretary’s authority to remove the Parliamentarian and expresses a commitment to use the budget reconciliation process to reduce waste in mandatory spending.
