Creates an advisory committee at the Surface Transportation Board to study obstacles to electrifying U.S. rail lines and to recommend actions, including research and development needs. The committee must include balanced representation from passenger and freight railroads, electric utilities, equipment manufacturers, State governments, and relevant Federal agencies.
The Chairman of the Surface Transportation Board must report the committee’s findings to two congressional committees every two years (first report no later than two years after enactment). The advisory committee will terminate 10 years after enactment.
Referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Science, Space, and Technology, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
