Requires the Comptroller General to deliver a detailed report to specified Congressional committees about the H–2A temporary agricultural worker program within two years of enactment. The report must examine how the program affects hiring of domestic and guest workers, employers’ reliance on the program, housing challenges faced by guest workers, wage-rate effects on recruiting U.S. workers, economic losses to a guest worker’s spouse and unmarried children, and employer compliance with required working-condition guarantees.
It also defines key terms such as American employer, domestic worker, guest worker, and H–2A program to make the report scope clear. This legislation does not change H–2A rules; it gathers facts to inform future policy decisions.
