Modifies the Seniors Farmers' Market Nutrition Program by expanding the list of eligible foods that participants may purchase. The amendment adds tree nuts (including shelled tree nuts) to the current list that already includes herbs, allowing seniors to use program benefits to buy tree nuts at authorized farmers' markets and vendors.
Amend Section 4402(b)(1) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 3007(b)(1)) by striking "and herbs" and inserting "herbs, and tree nuts (including shelled tree nuts)".
Directly affected: seniors who participate in the Seniors Farmers' Market Nutrition Program will have more options when redeeming benefits, allowing them to purchase tree nuts (including shelled types) in addition to previously eligible items. Farmers and producers of tree nuts may see increased demand and new sales channels through farmers' markets and authorized vendors. State and local agencies and USDA administrators will need to revise program materials, vendor guidance, and possibly vendor-approval processes to incorporate tree nuts as eligible items. The amendment does not provide additional funding, so any administrative costs (outreach, training, minor rule clarifications) would need to be absorbed within existing program budgets. Food-safety, packaging, and redemption rules may require clarification to determine which nut products qualify and how vouchers or electronic benefits should be accepted.
