Inserts a new section 1532 into Title 18, establishing the offense "Forced abortions prohibited" with criminal penalties for knowingly and intentionally administering an abortion-inducing drug without the informed consent of the woman (up to 25 years imprisonment and fines), penalties for attempts and conspiracies, an additional penalty if serious bodily injury or death results, a civil remedy including objectively verifiable money damages, statutory damages equal to 3 times the cost of all injuries, punitive damages, and prevailing-party attorney's fee provisions, and definitions for terms including abortion, abortion-inducing drug (including mifepristone or misoprostol), conspires to commit an offense (including selling/sending/giving without reasonable measures), informed consent, serious bodily injury (as defined in section 1365), and unborn child (as defined in section 1841).
Amends the table of sections for Title 18 by adding an entry at the end corresponding to the newly inserted section (chapter 74).
Makes it a federal crime to knowingly give a pregnant woman an abortion‑inducing drug without her informed consent. The proposal imposes criminal penalties (including enhanced penalties if the act causes serious bodily injury or death), treats attempts and conspiracies like the underlying offense, and creates a private civil cause of action that allows the injured woman to seek treble statutory damages, punitive damages, and attorney’s fees. It also adds statutory definitions for key terms such as “abortion” and “abortion‑inducing drug” and updates Titles in the federal criminal code.
