This bill aims to make public and federally assisted housing safer in neighborhoods with high violent crime. It tells HUD to define “high-crime areas” using the most recent violent crime data and then set safety rules for public housing and for private buildings that get project-based rental help in those areas. Housing agencies and owners must consider security steps that fit each property, like cameras, stronger locks, better lighting, and similar measures. When checking if homes meet housing quality rules, agencies must also check these new safety standards in high-crime areas. Tenants will have an anonymous hotline to report suspicious activity and crimes at their property.
HUD must quickly put this into action: identify high-crime areas within 90 days and set the safety standards within 1 year. Safety grants will be prioritized for public housing projects located in high-crime areas.
