Allows the Secretary of Energy to transfer the Moab UMTRA (uranium mill tailings) cleanup site to Grand County, Utah, after cleanup is finished, at no cost to the county. The federal government may keep water rights needed for ongoing remediation, the county is barred from later conveying the land to private or nonprofit parties, and the Secretary can require other protective terms to ensure safety and regulatory compliance.
