This bill requires the Treasury Department, working with the Defense and State Departments, to write a report on how the growing national debt and the interest we pay on it could harm U.S. national security. The first report is due within one year after the law takes effect, then again each time the National Defense Strategy is sent to Congress . The report must look at how rising debt and interest costs could squeeze defense spending, reduce government revenue, and limit the country’s ability to respond to wars, global crises, and economic downturns. It also must examine risks to Social Security, Medicare, and Medicaid, the strength of the U.S. dollar, the nation’s credit rating, inflation, and interest rates, and suggest laws to reduce these threats . The Government Accountability Office must also add these debt-and-interest security risks to its High Risk List, which highlights serious problems that need attention .
In everyday terms, this is a planning and warning tool. It doesn’t change taxes or benefits by itself. It aims to help leaders see how rising interest costs might crowd out other priorities—like national security, diplomacy, or public investments—so they can act before problems get worse .
