Allows the Taxpayer Advocate to appoint an in‑house counsel in the Office of the Taxpayer Advocate who will report directly to the National Taxpayer Advocate (or the Advocate’s delegate). The change is written into the Internal Revenue Code and is treated as if it were part of the 1998 IRS Restructuring and Reform Act, making the appointment authority retroactive to that law’s effective framework.
