Modifies subsection (c) of 15 U.S.C. 717b by replacing the existing expedited-approval text, adding exclusions for nations subject to U.S. sanctions, allowing the President or Congress to designate additional nations to be excluded from expedited approval for national security reasons, and stating that no order under subsection (a) is required to authorize export or import of natural gas to or from Canada or Mexico.
