Stops the federal government from issuing new licenses or waivers that would allow transactions with certain Iranian individuals and entities under U.S. sanctions, unless the President certifies to key congressional committees that those persons have ended their involvement in terrorism.
The rule applies to Iranian persons who were on the Treasury Department’s sanctions list on January 20, 2021. It does not alter any OFAC general licenses that were already in effect on that date (such as humanitarian allowances).
