Prohibits federal tax deductions and federal program payments or coverage for medical treatments and procedures the bill defines as "gender transition" care. It removes the ability to deduct gender transition medical expenses for income tax, bars Federal Medicaid, CHIP (for minors), and Medicare from paying for specified hormonal and surgical gender transition treatments, and forbids including such procedures when defining or updating the Affordable Care Act's essential health benefits.
The changes insert specific definitions and lists of treatments covered by the bans, take effect on or after enactment (tax changes apply to taxable years beginning after enactment), and require States, insurers, and Federal programs to exclude the listed gender transition services from federally funded coverage or reimbursement.
