The bill increases transparency and accountability of NSGP funding and program capacity but imposes added administrative burdens and creates privacy and political-pressure risks for grant recipients.
State governments and nonprofit grant applicants/recipients will have clearer, timely public data on NSGP grant applications and awards, improving Congressional and public oversight of how funds are allocated.
State governments and nonprofit recipients will be required to report annually on state-held retained funds and per-recipient expenditures, helping detect improper retention or diversion of grant funds.
State governments and nonprofit stakeholders will provide information on program office staffing, outreach, and technical assistance, revealing capacity shortfalls and prompting adjustments to resources or support.
DHS, state governments, and nonprofit applicants/recipients will face increased administrative burden to prepare and compile detailed pre-grant and annual reports, which may divert time and resources from program delivery.
Small nonprofit recipients may face privacy and security risks because public pre-grant reports could disclose names and full addresses.
Nonprofit recipients and state governments may be subject to targeted criticism or political pressure when granular, grant-level data is publicized.
Based on analysis of 2 sections of legislative text.
Requires DHS to send a pre‑grant report at least 7 days before awards and an annual detailed report within 90 days after year‑end listing applications, grants, recipients, amounts, and program operations.
Requires the Department of Homeland Security to provide two new, detailed reports to Congress about awards under the Nonprofit Security Grant Program: a pre‑grant notification at least seven days before any grants are made in a fiscal year, and an annual report within 90 days after the fiscal year ends. Both reports must include counts, dollar amounts, and recipient-level details (including names and full addresses), plus information on state retention of funds and program office operations and staffing.
