Grants automatic U.S. citizenship to certain people born abroad who were adopted by U.S. citizen parents. People who are already living in the United States when the law takes effect become citizens immediately; those living abroad become citizens when they are lawfully admitted to the United States. The law also narrows some inadmissibility rules for these admission cases but requires criminal-background screening and coordination between the Department of Homeland Security and the Department of State if criminal issues are unresolved before a visa is issued.
