Authorizes the Treasury to pay active‑duty service members and reserve members performing active service or inactive‑duty training for FY2026 if regular appropriations for FY2026 are not in effect. The payments are funded from the Treasury as needed and remain available only until Congress enacts new appropriations (including a continuing appropriation) for those same purposes.
