The bill makes large, targeted investments to strengthen U.S. military readiness, the defense industrial base, and service‑member benefits while imposing significant new budgetary commitments, compliance burdens, and policy tradeoffs that restrict some medical/research freedoms and complicate contractor/industry dynamics.
